Eighty of the 310 metres that make Varso Tower the tallest building in the European Union are a spire. Strip it and Warsaw's record holder measures 230 metres to its highest usable floor, which would leave it behind Frankfurt's Commerzbank Tower and Messeturm. That is the honest starting point for any map of European height in 2026. The headline number is thinner than it looks, the EU record has not moved since September 2022, and the buildings that would actually beat it stand in Saint Petersburg, Moscow and Istanbul.
The confusion is definitional. "Europe" and "the European Union" produce two different tables and two different stories, and most rankings quietly switch between them. This piece keeps both in view, because the gap between them is the finding.

The EU record is a spire, and the runner-up is 1997
Ranked by architectural height, the measure the Council on Vertical Urbanism (CVU, called CTBUH until October 2025) uses, the tallest completed buildings inside the EU and the UK are:
- Varso Tower, Warsaw, 310 metres, 53 floors, completed 2022, HB Reavis with Foster + Partners
- The Shard, London, 306 metres to architectural top in the CVU register (309.6 metres in the developer figure), completed 2013

Two things in that list matter more than the order. The EU's second-tallest building was finished in 1997 and its third in 1990, which tells you how little the ceiling has moved in thirty years. And architectural height is a soft measure: Commerzbank appears at 258.7 metres rather than the 300 metres it reaches to the tip of its antenna, while Varso appears at 310 rather than the 230 anyone actually works in. Any European height comparison is only as good as its consistency about which number it is quoting.
The tallest completed buildings in Europe

The Skyscraper Center counts Russia and Türkiye as Europe, so the unfiltered ranking is largely Moscow and Istanbul. Switch to EU and UK to see the market most European investors actually underwrite.

Europe's genuine supertalls sit outside the investable perimeter
Widen the frame to the geographic continent and the table changes completely. Lakhta Center in Saint Petersburg stands at 462 metres over 87 floors, completed in 2019 as Gazprom's headquarters. Moscow supplies the next tier: Federation Tower East at 373.7 metres (2017), OKO South at 354.2 metres, Neva Towers 2 at 345 metres and Mercury City at 338.8 metres. Istanbul joined them in 2024, when the CBRT Tower at the Istanbul Financial Center reached 354 metres to its spire and 330 metres to roof, becoming Türkiye's first supertall and its tallest building, a record it still held in February 2026.
Not one of those buildings is realistically ownable, financeable or leasable by the institutional European capital this readership deploys. That is the structural fact behind the whole map. Europe has supertalls; the European investment market does not.
The 2025 cohort was thin, and 91 of 141 were Chinese
CVU counted 141 completions of 200 metres or more worldwide during 2025. That was marginally up on 139 in 2024, well below the record 185 in 2023, and the twelfth consecutive year above 100. China took 91 of the 141. Sixty of the world's 100 tallest buildings now stand in Asia and a further 18 in the Middle East. The tallest completion anywhere in 2025 was the 423 metre JPMorgan Chase headquarters in New York.
Europe's contribution to that cohort was a short list, and a revealing one. Moscow delivered the National Space Center Tower at 288.1 metres. Frankfurt delivered Four I at 233 metres, its third-tallest building. La Défense delivered The Link at 242 metres, now France's tallest, ahead of Tour First's 231 metres. Warsaw delivered The Bridge at 174 metres, below the 200 metre threshold and therefore invisible in the global count, which is exactly the point about where European height actually lives.
London is not short of offices in general. It is short of the very best offices that help businesses attract talent, collaborate and grow.

CVU forecasts 140 completions in 2026 and reports a record number of projects stalled or on hold, with roughly 394 buildings under construction or topped out globally. Longer programmes, fewer near-term deliveries.
The pipeline is four cities deep
Warsaw builds at height routinely rather than symbolically
Skyliner II topped out at 130 metres on 11 June 2026 for Q4 2026 delivery, already half pre-let to Mindspace, Squarepoint Capital and Volkswagen Financial Services, with BREEAM Outstanding certification. STRABAG Real Estate's Upper One topped out at 131.5 metres on 22 April 2026 for 2027 completion. Neither approaches Varso Tower. Both are ordinary office buildings on ordinary leasing economics, which is the significant part. Warsaw's fuller trajectory is the story of a mid-size capital that stopped treating towers as events.
London's pipeline is heavier and much slower
One London, consented as 1 Undershaft by the City of London Corporation in December 2025, is the City's next record attempt. Its promoters quote 309.6 metres, matching The Shard, but that figure is measured above ordnance datum; its architectural height above ground is 294 metres over 74 floors, which makes it the UK's second-tallest building rather than its tallest. Construction does not start until 2028, with a main contractor due to be appointed in late 2026 and completion around 2033. The case is made from supply, not sentiment: Stanhope chief executive David Camp has put vacancy for new City core space at 0.3%, against London take-up at its strongest since 2019. The politics around that pipeline is a separate contest.
Paris has split itself in two
Tour Triangle, 180 metres over 42 floors by Herzog & de Meuron, is completing in 2026 after roughly two decades of design, litigation and delay, and it will be the last of its kind inside the city. Paris banned buildings over seven storeys in the centre in the mid-1970s, lifted the ban in 2015, and reinstated it in 2023 in direct response to Tour Triangle. La Défense sits outside the city limits, is unaffected, and now carries essentially all French tall-building activity.
The second tier is quieter than its skylines suggest
Frankfurt's record still belongs to 1997. Milan's tallest is the UniCredit Tower at 217.7 metres, of which 80.5 metres is spire, so its occupied structure stops around 137 metres; Allianz Tower at 209.2 metres is the taller building by any habitable measure. Madrid has not beaten its 2008 Cuatro Torres cohort in eighteen years. Rotterdam's De Zalmhaven, 215 metres and 61 floors, completed in 2022, remains the tallest building in the Netherlands and the tallest prefabricated tower in the world. Vienna's DC Tower I has topped Austria at 220 metres since 2013, with DC Tower II arriving in 2026 at 175 metres.
Winners & losers
Who gains from the 2026 map:
- Warsaw developers, who can deliver 130 metre offices with half the space let before completion
- La Défense, which absorbs the tall-building demand Paris has legislated away
- Owners of existing prime City of London stock, priced against 0.3% vacancy in new core space and no new supply before 2033
- Rotterdam and Gothenburg, which set national records at 215 and 246 metres without needing a global one
Who pays:
- Hamburg, holding an unfinished 100 metre stump and a public tenancy commitment
- Frankfurt and Madrid, whose skylines are effectively arguments from 1990 and 2008
- Anyone underwriting a European tower on record-chasing rather than on a signed anchor lease
- Cities inside the EU expecting the height ceiling to move: on current pipelines it does not before 2033
Hamburg shows what stops a European tower
The sharpest image of European height in 2026 is not a tower going up. Hamburg's Elbtower stopped at the end of October 2023 at roughly 100 metres and 25 floors, after Signa Prime failed to pay 37 million euros of invoices due since that summer. Signa Holding's insolvency became public in December 2023. A Becken-led consortium entered exclusive negotiations in December 2024. The surviving scheme cuts the tower from 245 metres to 199 metres. In October 2025 the city agreed in outline to take space for a natural history museum by 2029, a commitment valued at 595 million euros.
Nothing in that sequence was an engineering problem. It was capital, then politics, then the search for a public tenant willing to underwrite the floors. That is the European condition generally. The binding constraints on height here are planning regimes, financing and an occupier base narrow enough that a tower needs an anchor before it needs a crane. It is also why the case for building tall is now argued in leasing and carbon terms rather than in records, why the economics of height decide more than the engineering does, and why the underlying numbers tell you more than the ranking.
What to watch
Three dates carry the next move. Skyliner II completes in Q4 2026 and its first tenants take occupation in Q1 2027, which will test whether Warsaw's routine height still leases at pace once the pre-let cohort is in. One London appoints a main contractor in late 2026, the first hard evidence of whether a 2028 start and a 2033 completion survive contact with pricing. And Hamburg has to convert its October 2025 outline agreement on the Elbtower into a signed deal before the 199 metre redesign means anything on site. Absent a surprise, Varso Tower will still be the tallest building in the European Union in 2030, and it will still be 230 metres of building under 80 metres of spire.
